Vinnik is a former operator of the now-defunct cryptocurrency exchange platform BTC-e and is also accused of laundering over $4 billion in Bitcoin.

The Russian embassy's latest request was reportedly made due to concerns for Vinnik’s health due to the outbreak of COVID-19. According to the report, the request for Vinnik’s extradition was sent to the French Ministry for Europe and Foreign Affairs and cited Alexey Meshkov, the Russian ambassador in Paris.

The letter requests that Vinnik be relocated from the Fresnes Prison in France to a house in Russia. The Russian embassy had previously sent a request to the French Ministry on the 30th of March requesting that Vinnik’s health be properly monitored and proper measures are taken to protect him from contacting the Coronavirus.
